The Constitution of India has vested in the Election Commission of India (ECI) the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice-President of India.

The ECI set new benchmarks for innovations in e-governance during State Elections – 2005. By deploying a speech enabled web application which could read out the election results in real time to all visitors accessing it’s web site, the ECI became the first organization in India and the first electoral body anywhere in the world to have deployed such a solution. Through real-time speech conversion of information in Hindi and English, the ECI was able to help even visually impaired and illiterate persons get access to news on the Internet instantly.

The solution was deployed by Prologix using it’s widely acclaimed Indian Language Text to Speech software – Vaachak.

In close partnership with engineers at the Election Commission, Prologix developed a system which would use English and Hindi Vaachak voices to pick up the data updated in a central ECI Results database, convert it into speech automatically and stream it to users accessing the ECI website through a high performance Audio Streaming server.

Prologix deployed this solution using Vaachak’s specially created high quality TTS voices – Anjali for English and Rakhi for Hindi on a Windows 2000 server running the Windows IIS Server for web and media services.

With the help of this solution the information on the election commission website is now available in both text and audio format in Hindi and English. For almost half of the Indian population that cannot read nor write but knows it’s native language – this solution results the one crucial link between information disability and information awareness.

As a possible model for enhancing all kiosk based e-governance solutions, this application generated a lot of interest in the National media. Click here for news stories on this solution.

Avhan Technologies Ltd., Mumbai
Avhan Technologies Ltd. is a leading developer of high technology products and solutions that help companies handle their customer interactions in a personalized and effective manner across multiple communication channels viz. IVR, Telephone, Fax, Email, Front Office (Walk In) etc.
Avhan used Prologix's Shobha TTS (for generic Hindi text readout) on the Vaachak platform for enabling a first in the history of Indian services - a telephone based, automated traffic updates service for the Ardh Kumbh Mela in Haridwar in 2004.
As a result of the advanced IVR solution deployed by Avhan, millions of devotees converging to take a dip in the sacred Ganges river could comfortably plan their travel to Haridwar and destinations within Haridwar by accessing upto the minute precise information in Hindi on the traffic situation in the city available on Avhan's IVR platform.

The speech output in the traffic updates (necessary to be handled using a TTS because of the rapidly changing information) was handled by Shobha - Prologix's generic TTS voice for Hindi (on the Vaachak platform). Both applications were running on a Windows 2000 Server on Intel Dialogic Telephony cards.

Information on current traffic situation was updated into a database, which could be accessed by people calling into an IVR system and hearing out the current traffic situation, played out in real time using Shobha.

South Birmingham Primary Care Trust, UK

South Birmingham Primary Care Trust (PCT) is one of the largest PCTs in the world. They commission services for a population of 383,000, as well as providing primary care services for the local population and specialist services for a wider population in United Kingdom..

Primary Care Trusts, or PCTs as they are known, are NHS organisations which focus on the health of a local population.

Access to Communication Technology (ACT) is a service in the UK which aims to aid in rehabilitation of patients through innovative uses of technology. At the West Midlands Rehabilitation Centre of the South Birmingham PCT, researchers and physicians faced a peculiar problem - one of their patients of Indian origin had lost her voice recently and wished to communicate in Hindi with her family back in India. Conventional synthesis technologies were available only in English, and traditional voice implants would have been extremely expensive.

On knowing about this issue, Prologix offered a desktop variant of it's high performance Hindi TTS - Vaachak to help get around this problem. The solution was designed to be installed on a desktop PC with a simple to use Graphical User Interface, in which the patient could easily type using Romanised Hindi (Transliteration), and on clicking a button hear the typed Hindi text spoken out using the computer's speakers. When used in conjunction with the speakerphone on a telephone handset, this proved to be an extremely effective and cost efficient communication solution.

This was another proud accomplishment for Vaachak's Anjali voice, which is already in the process of allowing Visually Impaired people access electronic Hindi content through the SAFA Screen Reader program underway at the National Association for the Blind, India (see below).

National Association For The Blind, India

For a blind human, disregard and segregation can only crumble the strength further. While NGOs like NAB are penetrating deep and wide to affect every blind individual. The computer age created an electronic divide for the blind. Screen readers, which speak out the text on the screen, bridged it. Till now they could help only those who knew English. But those who is visually Impaired proficient in Hindi, too, Can enter the digital world.
The world's first Hindi screen reader -Safa(Screen access for all)- has been developed through a collaboration between the National Association for the blind (NAB) and Prologix Software Solutions, Lucknow.
